environment.<\/p>\n<h2>Responsibilities:<\/h2>\n<p><strong>Financial Analysis and Underwriting:<\/strong><\/p>\n<ul>\n<li>Develop and maintain financial models to underwrite development, acquisition, and disposition opportunities.<\/li>\n<li>Evaluate new business opportunities, including rental rates, returns, equity multiples, and other key investment metrics.<\/li>\n<li>Prepare, analyze, and reconcile development budgets, including variance reporting between projected and actual costs.<\/li>\n<li>Prepare internal investment memoranda and executive-level presentation materials.<\/li>\n<li>Refine budgets, schedules, and market assumptions to support accurate forecasting and reporting.<\/li>\n<\/ul>\n<p><strong>Due Diligence and Market Analysis:<\/strong><\/p>\n<ul>\n<li>Lead due diligence for development opportunities, including analysis of use cases, financing markets, cap rates, taxes, and regulatory considerations.<\/li>\n<li>Conduct site feasibility analysis, including review of zoning, utilities, drainage, access, visibility, environmental conditions, and title.<\/li>\n<li>Conduct and track market research to monitor market dynamics, regulatory changes, target industries, and competitive activity across Texas.<\/li>\n<li>Assist with entitlement efforts, including rezoning, platting, and pursuit of tax abatements or other economic incentives.<\/li>\n<\/ul>\n<p><strong>Project Development and Execution:<\/strong><\/p>\n<ul>\n<li>Support all phases of development, including land acquisition proposals, leasing strategies, contract negotiations, and business development efforts.<\/li>\n<li>Collaborate with internal teams to develop conceptual budgets and project schedules.<\/li>\n<li>Oversee preliminary design phases, lead design review meetings, and coordinate accelerated scheduling efforts as needed.<\/li>\n<li>Identify and implement value engineering strategies to improve cost efficiency and long-term asset performance.<\/li>\n<\/ul>\n<p><strong>Consultant and Stakeholder Coordination:<\/strong><\/p>\n<ul>\n<li>Oversee third-party consultants and related contracts, including geotechnical, engineering, environmental, surveying, and other professional services.<\/li>\n<li>Solicit, review, and evaluate bids from contractors, architects, engineers, and consultants to ensure alignment with scope, schedule, and budget.<\/li>\n<li>Serve as a primary liaison for customers, brokers, consultants, contractors, and government officials throughout the project lifecycle.<\/li>\n<li>Coordinate across development, acquisition, finance, debt, and disposition teams to ensure alignment and support investment committee approvals.<\/li>\n<\/ul>\n<p><strong>Reporting, Compliance, and Operational Support:<\/strong><\/p>\n<ul>\n<li>Provide regular project updates to senior leadership, including performance metrics and risk assessments.<\/li>\n<li>Prepare and maintain internal and external reports, data tracking, and project documentation.<\/li>\n<li>Support Legal and Risk Management teams to help ensure compliance with applicable requirements.<\/li>\n<li>Oversee tracking and reporting of groundwater assets.<\/li>\n<li>Ensure compliance with applicable Groundwater Conservation District reporting requirements.<\/li>\n<li>Conduct routine asset evaluations and coordinate maintenance or capital improvements.<\/li>\n<li>Collaborate with water customers to support accurate delivery, billing, and reporting.<\/li>\n<\/ul>\n<p><strong>Government, Community, and Business Development Support:<\/strong><\/p>\n<ul>\n<li>Build and maintain relationships with transportation agencies, counties, municipalities, and other public-sector stakeholders in target regions.<\/li>\n<li>Assist with developing public engagement strategies related to incentives, permitting, and project timelines.<\/li>\n<li>Partner with Marketing to support business development initiatives, materials, strategy coordination, and events.<\/li>\n<li>Support regional leadership on strategic and ad hoc initiatives.<\/li>\n<\/ul>\n<h2>Required Skills and Abilities:<\/h2>\n<ul>\n<li>Strong understanding of Texas transportation planning at state, regional, and local levels.<\/li>\n<li>Knowledge of Texas regulatory frameworks governing surface water, groundwater, and ERCOT market operations.<\/li>\n<li>Working knowledge of Texas oil and gas, telecommunications (fiber and cell infrastructure), and related infrastructure industries.<\/li>\n<li>Proficiency in financial analysis, budgeting, accounting principles, and construction fundamentals.<\/li>\n<li>Strong negotiation, communication, and presentation skills with executive-level presence.<\/li>\n<li>Strategic thinker with strong business acumen and the ability to manage complex, cross-functional initiatives.<\/li>\n<li>Highly organized, detail-oriented, and capable of managing multiple priorities in a fast-paced environment.<\/li>\n<li>Demonstrated professionalism, integrity, and leadership.<\/li>\n<li>Advanced proficiency in Microsoft Excel and PowerPoint; working knowledge of Bluebeam, Box, project management platforms, GIS applications, and AI productivity tools (e.g., ChatGPT, Microsoft Copilot).<\/li>\n<\/ul>\n<h2>Education and Experience:<\/h2>\n<ul>\n<li>Bachelor\u2019s degree required; preferred fields include real estate, finance, construction management, engineering, or related disciplines.<\/li>\n<li>MBA preferred.<\/li>\n<li>Professional certifications (PMP, PE, or similar) are a plus.<\/li>\n<li>3\u20135+ years of relevant experience in engineering, finance, industrial or land development, energy, transportation, or related fields.<\/li>\n<li>Experience with municipal processes, plan reviews, and regulatory approvals.<\/li>\n<li>Experience preparing and reviewing
