What you will be doing:

The Real Estate Services Division is hiring a Leasing Agent. This is an in training position that offers a career path and on-the-job training as a Property & Acquisition Specialist 3 to a Property & Acquisition Specialist 4. In this role, you will conduct complex real estate negotiations on behalf of state agencies, boards and commissions in line with the State Agency Housing regulations. You will conduct negotiations on real estate transactions and provide technical assistance regarding real estate topics.  You will also have the opportunity to lead projects and work as a key member of collaborative project teams.

Some of what you will enjoy doing:

  • Negotiate leases for state agencies, boards, commissions and community colleges.
    Provide leadership in the solicitation process for new space for state agencies, boards, commissions and community colleges.
  • Create and manage project charters, and track lease renewal progress using the Lease Information System (LIS) and/or the current database and transaction management systems used at RES.
  • With guidance, perform a full range of real estate services including negotiating and executing complex real estate transactions such as lease renewals and new leases for newly acquired space.
  • Work collaboratively with RES Design Team in assisting in management of alterations and tenant improvements in leased facilities.
  • Assist the RES Request for Proposals (RFP) coordinator in acquiring new space for state agencies.
  • Work collaboratively with the Office of Financial Management (OFM) in executing space acquisition as defined by OFM approved modified pre-designs.
  • Negotiate, write and execute complex real estate legal documents with the assistance of the RES Contracts Team including leases, authority to pay, agreements to negotiate/letters of intent, lease amendments, lease exhibits, rental agreements, subleases, extensions, lease termination, advertising proposals, rejection letters, and successful/non successful proposal letters to proposing clients.
  • Acquire supporting information including design plans, specifications, code requirements, and prepare legal descriptions.
  • Write extensive reports and letters, including letters of interest, agreement to negotiate letters and deferred maintenance and lease provisions.
  • Review leases in order to comply with statutory laws pertinent to projects.
  • Use LEAN and other process improvement techniques lead process improvement activities designed to make workflows more efficient and improve customer satisfaction.

Qualifications

This position may be filled at the Property & Acquisition Specialist 3 or 4 level, depending on qualifications.  Your advancement will be based upon the successful completion of an In-Training Plan.

Required Qualifications for Property & Acquisition 3 (Range 54: $4398 – $5772)

  • Bachelor’s degree involving major study in Financial Analysis, Business or Public Administration, Real Estate, Economics, Accounting or related field; AND
  • At least two (2) years of experience in activities such as acquisition, sales, leasing, appraisal, title examination, escrow closing, negotiations, property management, title examination, relocation assistance, or selling, leasing or buying commercial real estate, or auditing and/or appraising real or personal property for fair market value.
    OR
  • One (1) year of experience as a Property and Acquisition Specialist 2.

Required Qualifications for Property & Acquisition 4 (Range 57: $4738 – $6217)

  • Bachelor’s degree involving major study in Financial Analysis, Business or Public Administration, Real Estate, Economics, Accounting or related field; AND
  • At least three (3) years of experience appraising real estate and negotiating ownership transactions or auditing and/or appraising commercial and light industrial real or personal property.
    OR
  • One (1) year of experience as a Property and Acquisition Specialist 3.

**Note: Experience may be substituted for education year for year for both levels.

Special Requirements/Conditions of Employment:

A valid WA state driver’s license

The most successful applicants for all levels will also possess the following skills, knowledge, and abilities: Excellent negotiation skills.
Experience conducting and managing complex transactions.
Proficiency in computer usage including Microsoft Word, Excel, Power Point, SharePoint, and the Internet.
Ability to make critical decisions in a “real time” negotiating environment, while understanding limitations of decision making authority and appropriate escalation of decisions.
Ability to prioritize, balance and integrate multiple work elements, and develop and maintain relationships with a broad client base.
Ability to operate effectively in a high exposure, rapidly changing political environment.
Ability to clearly and effectively communicate with individuals and groups.
Able to effectively organize multiple assignments of a complex nature or involving competing priorities to produce work that is accurate, thorough and on time.

Preferred Qualifications:

At least two (2) years of experience in activities such as real estate, leasing, negotiations, property management, acquisition, appraisal; or selling, leasing or buying commercial real estate.
