My proposal is a JV with property owner and developer. The value of the parcel is the owner’s equity contribution. Since there isn’t a cash outlay for acquisition during the investment period, should I include the value of the land in the calculator of the unlevered/IRR?

For calculating property-level returns (e.g. unlevered and levered IRR), yes you would include the value of the land in the calculation.
